EU: Any Ukraine Peace Plan Needs Kyiv, Europe Involved

BRUSSELS: EU foreign policy chief Kaja Kallas has stressed that any peace plan for Ukraine must include both Kyiv and Europe. Speaking ahead of an EU foreign ministers’ meeting, she emphasized that for a plan to succeed, Ukraine and its European partners must be fully involved.

Kallas pointed out that Russia, as the aggressor, has made no concessions, underlining the need for a fair resolution. This statement came in response to reports of a US-backed proposal that would require Ukraine to cede territory to Russia and reduce its military.

The proposal has sparked concerns in Europe. A source familiar with the plan suggested it was developed secretly between Moscow and Washington, though it remains unclear if US President Donald Trump personally supports it.

Kallas reiterated that peace talks must be just and lasting. She added that if Russia truly sought peace, it could have already agreed to an unconditional ceasefire, ending the nearly four-year-long conflict.

French foreign minister Jean-Noel Barrot also rejected any peace that would mean Ukraine’s “capitulation” to Russia. He called for discussions focused on a ceasefire and the resolution of territorial and security issues.

Ukraine’s capital Kyiv faced heavy destruction after a large wave of Russian drone and missile strikes. At least eight people were killed and many others were injured when hundreds of drones hit different parts of the city. Officials described this incident as Russia’s major attack on Ukraine, as it involved one of the largest missile and drone assaults in recent months.

Ukrainian President Volodymyr Zelensky said that Russia launched 430 drones and 18 missiles toward Kyiv. He added that these attacks targeted residential areas, buildings, and important energy facilities, causing serious damage across the city.
